Lawful Gambling

A Lawful Gambling Premises permit is required prior to the conduct of lawful gambling in Minnesota. Forms of gambling considered "lawful" are:

  • Bingo
  • Paddle Wheels
  • Pull-Tabs
  • Raffles
  • Tip Boards

A Premises Permit will only be issued to organizations who have been issued an Organization license through the Minnesota Gambling Control Board, and for operation at the following locations: in the licensed organization's hall where it holds regular meetings or in a licensed on-sale liquor, wine or beer establishment. Permits for raffle-only gambling activity may be approved for any proper location.

Premises permits are issued by the MN Gambling Control Board; however, submission of a Lawful Gambling Premises Request application to the City of Maplewood and approval by City Council is required prior to application to the Board and-ultimately-the conduct of lawful gambling activity within Maplewood.

Code Requirements

Guidance relating to Lawful Gambling is contained in the Maplewood City Code, Chapter 22 and Minnesota Statutes Section 349. All permit holders are required to be familiar with the provisions of this Chapter and with applicable Minnesota Statutes and federal regulations.
