Cannabis / LPHE (Lower Potency Hemp Edibles)

Maplewood City Council adopted a Cannabis ordinance December 9, 2024, to regulate the time, place, and manner of cannabis business within the city.  Please refer to Maplewood's ordinance for full regulations.  Common inquiries:

  • The number of retail registrations is capped at four in a first-come, first-serve manner.  Currently all spots have been applied for and additional applicants will be placed on a waitlist. There is no limit for the number of LPHE retail registrations.
  • A 500-foot buffer from schools, residential treatment facilities, and playground/park attractions exist for any cannabis business as defined by Minnesota Statutes, section 342.01, subd. 14.
  • Applicants are encouraged to contact with the city regarding compliance with zoning, building and fire codes.
  • Retail registration with Maplewood is required prior to sales.

Guidance relating to Cannabis regulations are contained within the Maplewood City Code, Chapter 15, Section 15-1 to 15-99. Cannabis Retail Registration

After receiving preliminary approval from the State of Minnesota, applicants may apply for a Cannabis Retail Registration in the online system (Accela) via the Citizen Access Portal.

The following documents required to be submitted with a Cannabis Retail Registration application include:

Proof of Preliminary approval from OCM or OCM license.

LPHE Retail Registration

Businesses wishing to sell LPHE products in Maplewood must have an OCM license and LPHE retail registration. Applicants may apply for a LPHE retail registration in the online system (Accela) via the Citizen Access Portal

The following documents required to be submitted with a LPHE Retail Registration application include:

Alarm System Permit

All businesses with alarm systems are required to obtain an alarm system permit.
