Building Inspections
Some residential permits, such as roofing, siding, window replacement, plumbing, mechanical, and electrical permits may be issued in 1-3 days. Residential permits which require plan review may take 3 weeks or more before the permit is ready to be issued. Some commercial permits may take up to 4 to 8 weeks for plan review. If plans are not complete, the review time will be longer. Therefore, it is important for the applicant to review the plans before submitting to make sure they show specifically what is to be built and how it will be built.

Typically, construction plans do not have to be professionally drawn, but they must be specific enough with dimensions and materials that someone would be able to construct the project from the plans. Please speak to our Building Inspector or Building Official to verify if your project will need architectural or engineered drawings.

Planning Division Procedures
A Conditional Use Permit (CUP) is a permit acquired from the Planning Division which allows for property to be used in a way that may not necessarily be zoned or otherwise allowed for in the City Code. CUPs are attached to the land rather than the use. Only the City Council may grant CUPs, and only after a public hearing has been held. Applicants for CUPs are required to attend hearings to present their applications.

The City Code establishes standards for most types of development which commonly occur in Maplewood. These standards regulate:
- Where buildings, yards, parking lots, driveways, signs, and lighting may be placed on properties
- Minimum and maximum sizes
- Height
- Potential effects on adjacent properties
- Aesthetics
City ordinance provides relief from the requirements of the Zoning Ordinance in unusual circumstances. In order for a variance to be granted the circumstances must meet state statue findings for granting a variance. The process used to grant relief from strict requirements of the City Code is called the variance process. In order to receive a variance, property owners must submit a development application, a recently completed lot survey, and a written narrative.
Only the City Council may grant variances, and only after a public hearing has been held. Applicants for variances are required to attend hearings to present their applications.

A Zoning Letter informs what can and cannot be done with a particular property based on the current zoning and property past history. Depending on the information required, a Zoning Letter can provide information on:

Zoning verifications can be requested by submitting an application online via the Citizen Access portal. Please use the reference guide below to assist you in registering for an account and submitting an application.
The fee for a Zoning Letter is $100. Payment can be made with a credit card upon submittal of the request (a 2.5% convenience fee applies) or you can mail or bring in a check payment to:

Signs can be placed in many locations throughout the City of Maplewood. All signs must be placed within the property on which the advertised use is located. To find out whether the placement of your sign is legal, check City Code.

Once Planning receives a sign permit application package, it is reviewed for completeness and accuracy. Once approved, Planning will contact the applicant when the proper fees have been assessed.

If you are doing any earth movement greater than 10 c.y. (one truckload of soil) or any quantity of grading that will alter the existing drainage patterns, you will probably need a grading permit.Grading Permits

The city regulates filling and excavation work through a permitting process to protect the interest of both the property owner and the community. Grading and filling operations can cause a number of problems related to drainage, erosion and protection of the wetlands, easements and utilities. The biggest concern is related to drainage and how it may affect neighboring properties. We suggest talking to your neighbors regarding your grade/fill project before starting it.Grading Permits

Yes. In fact, you will probably need a grading plan, though it may not have to be very detailed. Often the Engineering Division can provide a contour map of your property and discuss the work with you to verify that there will not be any impacts to you or adjacent properties. A public health nuisance, defined by Minnesota Statue 145A, is any activity or failure to act that adversely affects the public health. Examples of a public health nuisance include:
- Accumulation of human or animal feces
- Accumulation of solid waste
- Evidence of rodent or insect infestation
- Lack of water or sewage disposal
- Rotting food waste
It is important to know and realize that a “messy” or “cluttered” home is not necessarily a public health nuisance. To investigate a public health nuisance, we need first-hand knowledge of the situation. We do not investigate rumors or anonymous complaints. A public health nuisance is different from a public nuisance or a code violation. Examples of a public nuisance or a code violation are long grass and/or parking on the grass.

The City of Maplewood does not investigate mold complaints. We are not trained in mold identification, we are not mold experts, nor do we have the ability to test for mold. We follow the Minnesota Department of Health’s guidelines in that if you believe you have a mold problem, treat it as a mold problem. Do not test for mold. Rather, investigate what the problem is (where did the moisture come from), remove the wet material, and then remediate the problem.
There is no acceptable or minimum standard for mold as mold affects everyone differently.

Minnesota Election Law requires every voter to show their blank ballot to a witness prior to filling out an absentee ballot. The same witness must also fully complete the witness section on the absentee ballot signature envelope. A witness may be:
- A U.S. Citizen who is at least 18 years old
- A notary public
- A person authorized to administer oaths

If you are unable to sign your application you may simply place an "X" mark on the signature line. You may also authorize someone else to sign it for you by having that person sign your name and their name next to it with a note stating that such authorization was given by the voter. A Power of Attorney signature is not acceptable on its own.

The street cleaning schedule is as follows:
- Spring: There are two rounds of cleaning. The first begins as temperatures allow, with the aim to sweep the majority of winter deicing materials and other road debris prior to spring rainfalls. In the second clean-up, we take care of right turn islands, center medians, bridge decks, and sidewalks.
- Summer: Cleaning occurs as needed after major storms.
- Fall: Starts mid-October and continues as weather permits.
It’s a State and City violation to blow or place leaves or any other materials onto a public roadway.

Many cities, Maplewood included, require rental properties to be licensed. Licenses help ensure the continued health, safety, and welfare of all residents who live in rental properties and surrounding neighborhoods. Since operating a rental property is a business, doing so also requires certain responsibilities and standards to be upheld.
By requiring rental properties to be licensed, the City helps ensure owners, operators, and managers take reasonable steps to provide a safe, secure, sanitary, and reasonably nuisance-free environment for tenants and neighboring residents. Requiring rental licenses and minimum standards helps maintain property values and ensure the preservation of the city's existing housing supply.

Property owners are not required to hire a management company to oversee their rental property; however, if they reside outside of the seven-county metro area, they must designate an individual (agent) who resides within the area. Regardless of any designation, the property owner remains the responsible party for the rental property and for the conduct and performance of any manager or agent in matters related to the rental property.

Licenses are non-transferable upon change of ownership, so if the property continues to be rented under new ownership, the new owner must apply for a new rental license.

- A facility for which a reasonable accommodation has been granted by the city under the Federal Fair Housing Amendments Act of 1988.
- A residential dwelling that is located on a property exempt under MN §272.02 and is used only by the tax-exempt owner as housing for its clergy members.

Rental Housing License
Yes, each property owner will be required to undergo a background investigation prior to obtaining a license. Background investigations are conducted at the time of application and again every three (3) years. In the case of corporate ownership, a corporate officer or managing member of the company that owns the property must submit for a background investigation.
