Beacon Interfaith Housing Collaborative is proposing a 40-unit multifamily apartment building at 1375 Frost Avenue – the site of the former Gladstone House. The building will comprise 30 two-bedroom, 6 three-bedroom, and 4 four-bedroom units. In addition to the housing, there will be a space for supportive services and common gathering spaces. Additional amenities will include bike storage, a fitness center, a playground, an outdoor gathering space, underground parking, and a surface lot for visitors.
This project is required to provide 80 parking spaces. The applicant proposes to have 61 spaces on site, which requires approval of a parking waiver from the city council. However, the applicant is working to execute a shared parking agreement with the Philippine Center across the street to provide an additional 20 parking spaces. The City is the current property owner, and the City Council entered into a purchase agreement with Beacon last year to develop housing on this site.
Environmental Review
Upon completing an environmental review for the proposed Gladstone Crossing Multi-Family Apartment building, located at 1375 Frost Ave East, the Ramsey County Housing Redevelopment Authority (HRA) has determined that the project will have no significant impact on the human environment. Additionally, the HRA will request that the U.S. Department of Housing and Urban Development (HUD) release HOME Investment Partnership - American Rescue Act Funds (HOME-ARP) Federal funds.
