InTech Expansion
Patrick Kasper, on behalf of InTech, Inc., has requested approval of a conditional use permit amendment for the property located at 1055 Gervais Avenue East. InTech, Inc. provides directional drilling for fiber optic installation. The site is used for office space and storage related to the business. The applicant proposes to expand within the required front yard setback, with a porch addition on the front of the structure. If approved, the building would be 21.3 feet from the street right-of-way instead of 30 feet from the street right-of-way as required. The existing structure is non-conforming and currently setback 27.3 from the right-of-way. City code Sec. 44-12 allows for the expansion of a nonconforming structure within the required setback through a conditional use permit approved by the city council.

72-Unit Assisted Living and Memory Care Building
Galahad Development, LLC proposes constructing a 61,148-square-foot two-story assisted living and memory care community on the vacant land at 1910 County Road C East. The building will consist of 72 total units – 46 assisted living and 26 memory care. Of the 46 assisted living units, 23 will be one-bedroom, and 23 will be two-bedroom units. The timing of the proposed development is to start in Spring 2023 and have a construction timeline of 12 to 18 months.

Birch Run Station
Blumentals Architecture is proposing to update the front facades of the building with grey to charcoal and black tone compositions culminating in the red focal facade pivot point at the corner of the L-shaped shopping center. The applicant is also proposing a reconfiguration of the parking lot to create better flow and help to orientate parking by cutting the Southlawn Drive entrance diagonally to the aligned bisector of the shopping center. The pedestrian flow will be enhanced into the center from both automobile entrances as well as the pedestrian entrance from a new walkway from Southlawn Drive. With this reconfiguration, the applicant will be including new trees, added grasses and shrubs, and all new LED lighting in existing locations of the parking. The applicant is also proposing the addition of one sign and the reconfiguration of both the Beam Avenue and Southlawn Drive signs.

11th Avenue Townhomes
Kennedy Property Development is proposing the City of Maplewood rezone the land on the vacant lot at 11th Ave in Maplewood, from Limited Business Commercial (LBC) Use to High-Density Residential (R 3- H) Use and approve their request to request to build four, 4-unit, residential row style townhomes. There would be 16 total 3-bedroom, 3-bathroom single-family dwellings with attached 2-car garages.

Southlawn Drive Apartments
Enclave Development is proposing a project to re-develop the Myth Night Club into a high-quality market-rate apartment development. The project includes demolishing the existing Myth Night Club and clearing the property for the construction of a new 241-unit, 4-story, market-rate apartment building. The new apartment building will include an extensive amenity package and will be professionally managed by on-site staff. The building will include a partially below-ground floor of heated parking. The grounds will be generously landscaped and will include new pedestrian connections.

72-Unit Multi-Family Housing Building
The site development for this project has a total of 72 units designed around a common park-like courtyard green space and building amenities for apartment living. The building is a three-story apartment building with an additional full lower level parking below grade. The project will have a total of 144 parking stalls, with 72 parking spaces in the lower level parking garage and 72 parking spaces on the surface. The apartment building will incorporate common building amenities such as individual member storage, a community room with a kitchenette for gatherings, library and conference area, multi-purpose rooms, fitness room, dog wash room, and management offices.

150-Unit Multi-Family Housing Building - 1136/1160 Frost Avenue
Reuter Walton Development is proposing a new five-story, 150-unit market-rate development over below-grade parking on the properties located at 1136/ 1160 Frost Avenue East. The proposed apartment building will include a mix of studio, one bedroom, one bedroom plus den, two bedroom, and three bedroom apartments. All units will have either a concrete patio or a recessed deck. One level of below-grade parking along with surface parking will be provided – a parking waiver is being requested as the site would be providing 230 parking spaces, 70 short of code requirements. Amenities include a clubroom, fitness room, roof deck, outdoor pool, pickleball court, and dog run.

Xcel Energy
Xcel Energy’s Maplewood Gas Plant, located at 1555 Century Ave N, stores propane which can be inserted into the natural gas system during periods of peak demand in the winter. The plant has been in service since the 1950s. Xcel is investing to enhance safety upgrades and improve plant operations.

MG McGrath - Outdoor Storage & Parking Lot Expansion
MG McGrath is requesting a revision to its conditional use permit to allow outdoor storage. The applicant states the outdoor storage would serve the purpose of keeping “materials or equipment in an orderly and secured fashion, so as not to be visible from Hwy 36.” In addition to the CUP request, the applicant is making a setback variance request to install 16 additional parking and a fence on the Cope Avenue side of the lot. Parking lots are required to be set back 15 feet from the right-of-way; the applicant is requesting that the parking lot be within two feet of the right-of-way line. If the setback variance is approved, the applicant will be required to apply for a 15-day minor project review for the design plans related to the parking lot expansion.

Maplewood Assisted Living
MX Real Estate, LLC is proposing to construct a new assisted living facility at 1744 County Road D East. The proposal includes 20 assisted living units, with a potential phase two including an additional 10 units to be constructed at a later date. The property is currently vacant and part of the Legacy Village PUD. The existing Conditional Use Permit that governs the approved PUD for Legacy Village will need to be amended to include the proposed project details.

Saint Paul Regional Water Services is proposing significant improvements to its McCarrons Water Plant located at 1900 Rice Street.

Periodontal Clinic
The applicant is applying for a conditional use permit (CUP) and design review. The CUP is required for the construction of a building within 350 feet of a residential district. The design review application will allow for the construction of a periodontal clinic (Ridge Periodontics) on the property.

60-Unit Senior Housing Cooperative
The applicant is proposing to develop a senior housing cooperative offering 60 housing units for members aged 62 and older. The proposed building will be four stories tall with a flat roof, over an enclosed below-grade garage. The entire project is within the Shoreland Overlay area. A new multi-unit residential building in Maplewood requires design review by the CDRB and the applicant has requested review of a Planned Unit Development by the Planning Commission.

148-Unit Multi-Family Housing Building
The applicant is proposing to develop a 148-unit multi-family housing building. The proposed building will be three stories tall, over an enclosed below-grade garage. This site is currently owned by the City of Maplewood and the City Council has approved a purchase agreement with this developer. A new multi-family residential building in Maplewood requires design review by the CDRB and the project requires a rezoning which must be reviewed by the Planning Commission.

Menards is proposing replace its existing store with a updated single story prototype. They are also proposing to purchase and incorporate six residential properties to the south of the existing lot into the Menards site.

Nursing and Senior Housing Facility
Elim Care is proposing construction of a new approximately 193,520 square-foot skilled nursing and senior housing facility consisting of approximately 141 units and will vary from one to three stories. There will be underground and ground-level parking. First Evangelical Free Church owns the property and anticipates building a new church at some point on the remaining portion of the property. The property is zoned and guided for single-family development. This project will require an amendment to the Comprehensive Plan, Planned Unit Development, Lot Division and Design Review.

65-Unit Multi-Family Housing Building - 1310 Frost Avenue
JB Vang proposes to develop Gladstone Village, a 65-unit affordable multifamily apartment project located on an approximately 1.59-acre site at the corner of Frost Avenue and English Street – 1310 Frost Avenue East. The project will be a 4-story development providing a mix of 65 one-, two-, three-, and four-bedroom apartments, ground-level resident-use amenities, and one level of underground parking. JB Vang intends to begin construction in late 2023 or early 2024. In addition to needing approval for a conditional use permit and design review, the applicant is seeking a parking waiver of 27 spaces. The code requires 130 spaces for a multifamily building; 103 are proposed to be provided.
