Maplewood Home Improvement Program

The City of Maplewood is dedicated to helping residents maintain and improve their homes. In partnership with NeighborWorks Home Partners, the City has launched the Maplewood Home Improvement Program—a low-interest, affordable loan program for essential home repairs and improvements.

Focused on exterior repairs, energy efficiency, and accessibility, the program helps homeowners improve their properties, strengthens neighborhood stability, and supports long-term community vitality. Whether you need to replace a roof, upgrade insulation, or make your home more accessible, this program is here to help you invest in your home—and in Maplewood’s future. Read below to learn more.

Loan Details

  • Loan Amount: $5,000 to $40,000
  • Loan Term: Up to 20 years, based on loan amount
  • Interest Rate: Fixed, Below-market

Borrower Eligibility:

  • Credit: Standard underwriting applies.
  • Income Limit: Household limit at or below 115% of Minnesota's state median income (SMI).

Property Eligibility:

  • 1–4 unit single-family homes (detached or attached) within Maplewood.
  • Must be owner-occupied.
  • Condos/townhomes: Only interior repairs are eligible.
  • HOA approval is required for exterior improvements in governed communities.
  • Combined mortgage debt (including this loan) must not exceed 100% of the property value.
  • First mortgage must be a prime/A-rated fixed-rate loan.

Eligible Improvements:

  • Exterior repairs: roofs, siding, windows, driveways, fences, retaining walls
  • Accessibility upgrades
  • Energy efficiency improvements: insulation, water heaters, mechanical systems.

Ineligible Improvements:

  • Luxury/recreational upgrades
  • Debt service or refinancing
  • Working capital
  • Tools, equipment, or labor for owner-performed work.
