Frequently Asked Questions

Below you will find information that might help you understand how to find things or learn about information you might need to know about your city or town.

Building Inspections

8
  • Some residential permits, such as roofing, siding, window replacement, plumbing, mechanical, and electrical permits may be issued in 1-3 days. Residential permits which require plan review may take 3 weeks or more before the permit is ready to be issued. Some commercial permits may take up to 4 to 8 weeks for plan review. If plans are not complete, the review time will be longer. Therefore, it is important for the applicant to review the plans before submitting to make sure they show specifically what is to be built and how it will be built.

    Building Inspections
  • Typically, construction plans do not have to be professionally drawn, but they must be specific enough with dimensions and materials that someone would be able to construct the project from the plans. Please speak to our Building Inspector or Building Official to verify if your project will need architectural or engineered drawings.

    Building Inspections
  • Some permits are a flat fee, while other permits are based on the valuation of the cost of material and labor as if a contractor was doing the work. Please call 651-249-2300 for specifics.

    Building Inspections
  • Check payments can be mailed or dropped off. Cash payments can be accepted in person. Currently, credit card payments can only be taken over the phone and an additional 2.5% non-refundable credit card processing fee will be added.

    Building Inspections
  • 1. Permit applications can be submitted by mail or in person to:

         Community Development Department:
         1830 County Road B E
         Maplewood, MN 55109

    2. Complete submittals can be placed in the drop box outside the front door at City Hall 24/7. Verify you have all the necessary information and put the submittal in a clearly marked envelope.

    3. Permits that don't need to be reviewed can be emailed to building@maplewoodmn.gov if you would like to pay with a credit card. An additional 2.5% non-refundable credit card processing fee will be added. Permits that need to be reviewed can also be emailed to this email address.

    Building Inspections
  • An inspection card listing the expected inspections for your project is included with the building permit. The individual construction handouts also give some general inspection guidelines. For specific questions, please contact a Building Inspector at 651-249-2300.

    Building Inspections
  • Permits are required for any:

    • Addition
    • Mechanical, electrical, and plumbing projects
    • New construction project
    • Remodeling project
    • Structural alteration

    Building Inspections
  • It is the property owner's responsibility to determine where the property lines are located. Iron stakes are placed at the corners of the lot, usually at or below grade, and can sometimes be found using a metal detector. The City does not provide surveying services. Approximate property lines and dimensions can be found on the Ramsey County GIS map.

  • A Conditional Use Permit (CUP) is a permit acquired from the Planning Division which allows for property to be used in a way that may not necessarily be zoned or otherwise allowed for in the City Code. CUPs are attached to the land rather than the use. Only the City Council may grant CUPs, and only after a public hearing has been held. Applicants for CUPs are required to attend hearings to present their applications.

    Planning Division Procedures
  • The City Code establishes standards for most types of development which commonly occur in Maplewood. These standards regulate:

    • Where buildings, yards, parking lots, driveways, signs, and lighting may be placed on properties
    • Minimum and maximum sizes
    • Height
    • Potential effects on adjacent properties
    • Aesthetics

City ordinance provides relief from the requirements of the Zoning Ordinance in unusual circumstances. In order for a variance to be granted the circumstances must meet state statue findings for granting a variance. The process used to grant relief from strict requirements of the City Code is called the variance process. In order to receive a variance, property owners must submit a development application, a recently completed lot survey, and a written narrative.

Only the City Council may grant variances, and only after a public hearing has been held. Applicants for variances are required to attend hearings to present their applications.

    Planning Division Procedures
  • A Zoning Letter informs what can and cannot be done with a particular property based on the current zoning and property past history. Depending on the information required, a Zoning Letter can provide information on:

    • Compliance
    • Development history
    • Legal land uses
    • Zoning
    • Zoning district performance standards

Zoning verifications can be requested by submitting an application online via the Citizen Access portal. Please use the reference guide below to assist you in registering for an account and submitting an application.

    1. Registering for an Account
    2. Submitting an Application

The fee for a Zoning Letter is $100. Payment can be made with a credit card upon submittal of the request (a 2.5% convenience fee applies) or you can mail or bring in a check payment to:

Sign Placement & Usage

4
  • Signs can be placed in many locations throughout the City of Maplewood. All signs must be placed within the property on which the advertised use is located. To find out whether the placement of your sign is legal, check City Code.

    Sign Placement & Usage
  • Generally, all business signs require a Sign Permit before installation. If you are unsure whether or not the type, size, or placement of your sign may be in violation of the City Code, please contact the Planning staff at 651-249-2303.

    Sign Placement & Usage
  • Sign permit applications are available through the Planning Division or may be downloaded from our Sign Permit page. Once the sign permit application has been filled out properly, they may be turned in or sent to the Planning Division, along with a site plan including:

    • Diagram for connection
    • Elevation measurements
    • Listing of all materials
    • Proposed placement
    • Setback measurements

Once Planning receives a sign permit application package, it is reviewed for completeness and accuracy. Once approved, Planning will contact the applicant when the proper fees have been assessed.

    Sign Placement & Usage
  • The cost of a sign permit varies. Check the sign application (PDF) to find out how much sign permits cost.

Grading Permits

6
  • If you are doing any earth movement greater than 10 c.y. (one truckload of soil) or any quantity of grading that will alter the existing drainage patterns, you will probably need a grading permit.
    Grading Permits
  • The city regulates filling and excavation work through a permitting process to protect the interest of both the property owner and the community. Grading and filling operations can cause a number of problems related to drainage, erosion and protection of the wetlands, easements and utilities. The biggest concern is related to drainage and how it may affect neighboring properties. We suggest talking to your neighbors regarding your grade/fill project before starting it.
    Grading Permits
  • Probably not. If you have any concerns that your landscaping work may be altering existing drainage patterns, please call Maplewood Public Works. We would rather visit you before there is a problem.
    Grading Permits
  • Yes. In fact, you will probably need a grading plan, though it may not have to be very detailed. Often the Engineering Division can provide a contour map of your property and discuss the work with you to verify that there will not be any impacts to you or adjacent properties. You will likely be required to post a refundable cash escrow to ensure establishment of vegetation in the disturbed areas.
    Grading Permits
  • Yes, both of you will probably be required to submit a grading plan prepared by a qualified person. This plan must be reviewed and approved by the Engineering Division. You will be required to submit a written agreement between you and your neighbor. An erosion control plan and cash escrow for surety will also be required.
    Grading Permits
  • Simple permits can often be issued within a day or two. More complex permits may require a week or more to review. Note: Sites that disturb over one acre of land also require permits from the watershed district and the MPCA.

    Health
  • A public health nuisance, defined by Minnesota Statue 145A, is any activity or failure to act that adversely affects the public health. Examples of a public health nuisance include:

    • Accumulation of human or animal feces
    • Accumulation of solid waste
    • Evidence of rodent or insect infestation
    • Lack of water or sewage disposal
    • Rotting food waste

It is important to know and realize that a “messy” or “cluttered” home is not necessarily a public health nuisance. To investigate a public health nuisance, we need first-hand knowledge of the situation. We do not investigate rumors or anonymous complaints. A public health nuisance is different from a public nuisance or a code violation. Examples of a public nuisance or a code violation are long grass and/or parking on the grass.

    Health
  • The City of Maplewood does not investigate mold complaints. We are not trained in mold identification, we are not mold experts, nor do we have the ability to test for mold. We follow the Minnesota Department of Health’s guidelines in that if you believe you have a mold problem, treat it as a mold problem. Do not test for mold. Rather, investigate what the problem is (where did the moisture come from), remove the wet material, and then remediate the problem.

There is no acceptable or minimum standard for mold as mold affects everyone differently.

    Health

    Streets FAQs
  • The street cleaning schedule is as follows:

    • Spring: There are two rounds of cleaning. The first begins as temperatures allow, with the aim to sweep the majority of winter deicing materials and other road debris prior to spring rainfalls. In the second clean-up, we take care of right turn islands, center medians, bridge decks, and sidewalks.
    • Summer: Cleaning occurs as needed after major storms.
    • Fall: Starts mid-October and continues as weather permits.

It’s a State and City violation to blow or place leaves or any other materials onto a public roadway.

Rental Housing License

10
  • Many cities, Maplewood included, require rental properties to be licensed. Licenses help ensure the continued health, safety, and welfare of all residents who live in rental properties and surrounding neighborhoods. Since operating a rental property is a business, doing so also requires certain responsibilities and standards to be upheld.

By requiring rental properties to be licensed, the City helps ensure owners, operators, and managers take reasonable steps to provide a safe, secure, sanitary, and reasonably nuisance-free environment for tenants and neighboring residents. Requiring rental licenses and minimum standards helps maintain property values and ensure the preservation of the city's existing housing supply.

    Rental Housing License
  • No. A license is unnecessary if you own and live in the home you rent to a roommate.

    Rental Housing License
  • Yes. It would be treated as a single-family rental unit.

    Rental Housing License
  • Yes, you will need a separate license for each rental property you own.

    Rental Housing License
  • Property owners are not required to hire a management company to oversee their rental property; however, if they reside outside of the seven-county metro area, they must designate an individual (agent) who resides within the area. Regardless of any designation, the property owner remains the responsible party for the rental property and for the conduct and performance of any manager or agent in matters related to the rental property.

    Rental Housing License
  • If you sell or no longer rent your property, please submit a Declaration of Non-Rental or Exempt Use form to have the license inactivated. Licenses are non-transferable upon change of ownership, so if the property continues to be rented under new ownership, the new owner must apply for a new rental license.

    Rental Housing License
  • The license requirement does not apply to the following:

    1. A residential dwelling that is occupied by the owner or the owner's qualifying relatives (parent, stepparent, child, stepchild, grandparent, grandchild, brother, sister, uncle, aunt, nephew or niece; this relationship may be either by blood or by marriage).
    2. A residential dwelling when the dwelling is rented for a period of less than 120 consecutive days, and the owner occupies the property during the remainder of the year (e.g., "snowbirds").
    3. Minnesota Department of Health-licensed rest homes, convalescent care facilities, group homes, nursing homes, hotels, motels, or cooperatives.
    4. A facility for which a reasonable accommodation has been granted by the city under the Federal Fair Housing Amendments Act of 1988.
    5.  A residential dwelling that is located on a property exempt under MN §272.02 and is used only by the tax-exempt owner as housing for its clergy members.
