2025 Maplewood Street Improvements

Prosperity-Hazelwood Area

The Prosperity-Hazelwood area includes Prosperity Road from County Road B to Larpenteur Avenue and Hazelwood Street from Frost Avenue to Ripley Avenue. The streets in this area of the project are scheduled for a full reconstruction including:

  • Full removal and replacement of the street pavement and underlying aggregate base.
  • Installation of new concrete curb and gutter.
  • Expansion of the storm sewer system and addition of water-quality features.
  • Repairs to the sanitary sewer system.
  • Replacement of water main as determined by Saint Paul Regional Water.
  • Installation of a trail along the west side of Prosperity Road.
  • Restoration of driveways and boulevard turf grass disturbed by the project.

South Leg Area

The South Leg area includes seven smaller neighborhood areas in south Maplewood generally bounded by Lower Afton Road to the north, McKnight Road to the west, Bailey Road to the south and Century Avenue to the east. The streets in this area of the project are scheduled for a pavement rehabilitation including:

  • Full depth reclamation (essentially roto-tilling) of the street pavement and underlying aggregate base to create a new road base.
  • Spot repairs to concrete curb and gutter on those streets with existing curb.
  • Installation of two new layers of asphalt pavement on all streets.
  • Restoration of driveways and boulevard turf grass disturbed by the project.

Assessments:

The assessments for this project were approved by the City Council on Monday September 22, 2025. The assessments are now payable, interest-free, to the City through November 3, 2025. 

After November 3rd, all remaining assessment balances will be certified to Ramsey County to be paid with property taxes over a 15-year period for residential properties. The interest rate on these assessments is 5.73 percent.

Current Project Status:

South Leg Area

The South Leg area of the project is complete. City staff, along with the Contractor, will review the area in the spring of 2026 for any needed warranty repairs.

Prosperity-Hazelwood Area

The final layer of pavement has been completed in the Prosperity-Hazelwood area. The Contractor will be performing final boulevard restoration, installing control joints in the pavement, and installing lane striping on the roadway still this fall. City staff, along with the Contractor, will review the area in the spring of 2026 for any needed warranty repairs.
