Mobile Food Unit Plan Review
New food trucks intending to operate in Maplewood must first apply for a plan review. This requirement also applies to existing food trucks undergoing remodeling, layout, equipment, menu, or ownership changes. A plan review is not required if the food truck has a valid MN Department of Health license.
Regardless of license status with the MN Department of Health, food trucks must be licensed by the City of Maplewood. This license must be applied for and issued after the plan review has been completed and before operation can begin.

Applying for a Plan Review - APPLY ONLINE
The Mobile Food Unit Plan Review application is available through our Citizen Access Portal at www.MaplewoodMN.gov/ACA. Please note that applications are reviewed on a first-come, first-served basis and only after all application requirements are met. Once your application has been deemed complete, please allow up to 30 days for processing.
The items listed below are required with the submittal. Documents can be uploaded to the online application or emailed to the Environmental Health Officer at Molly.Wellens@MaplewoodMN.gov.
- Application Fee - assessed by staff after review of application. You will be notified when the invoiced fee is available to be paid.
- Finish Material Schedule
- Equipment Schedule for each piece of equipment
- Manufacturer Specification sheet for each piece of NEW equipment
- Cabinetry and countertop finish information
- Intended menu
- HACCP or TPHC plan (if serving raw animal products, using specialized processes, or using time as a public health control)
- Copy of Food Preparation Agreement and valid food establishment license (if preparing food from a licensed restaurant or commissary)
- Easily readable layout to scale, including:
- Location of equipment
- Hand sinks, 3-compartment sink, and prep sink
